James Rowland is Senior Vice President of Government Affairs at the Wine & Spirits Wholesalers of America, (WSWA) the national trade association representing the wholesale tier of the wine and spirits industry. WSWA is dedicated to advancing the interests and independence of wholesale distributors and brokers of wine and/or spirits. Founded in 1943, WSWA has nearly 330 member companies in 50 states and the District of Columbia. WSWA members distribute more than 70% of all wines and spirits sold at wholesale in the United States.
Headquartered in Washington, D.C., WSWA provides its members with representation before Congress, executive agencies, regulatory bodies, courts, and other alcohol beverage industry organizations. In addition, WSWA offers a wide range of services in the areas of public affairs, education and social responsibility.
Prior to joining WSWA in 2003, Mr. Rowland served for two years as Chief Counsel for the Federal Highway Administration at the U.S. Department of Transportation where he coordinated the drafting of the Administration’s highway reauthorization legislation as well as serving as chief regulatory officer and congressional liaison.
Mr. Rowland served as a legislative and legal staffer for nearly 10 years in the United States Senate; first with Sen. Robert W. Kasten, Jr., then with the Office of the Republican Conference Secretary, then with Sen. Sam Brownback, and finally with the Senate Judiciary Committee.
Mr. Rowland holds law and bachelor’s degrees from the University of Wisconsin and resides in Washington, D.C.
